Normal’s Downtown Renewal Plan by Farr Associates plans for a revitalized “Uptown Normal” district that exhibits an unusually progressive sensitivity to environmental impact. At the heart of the plan is the Circle, a circular intersection designed by Hoerr Schaudt that connects five streets while calming traffic. In the center of the circle, a public park incorporates a water feature supplied with cleaned stormwater that will act as both public art and a sustainable demonstration project. Water cleansed through a series of rain gardens will be used to irrigate the surrounding streetscape. The Circle is designed as a gateway to the town’s revitalized retail district and as an intermodal transportation hub.
